Community Development Block Grant Program (CDBG)

The Columbia County Redevelopment Authority administrates the Columbia County CDBG State Entitlement Program on behalf of the Columbia County Board of Commissioners. This program utilizes funds from the Department of Housing and Urban Development (HUD) through the Pennsylvania Entitlement Program, as enacted by Pennsylvania Act 179.

Eligible activities include broad areas of housing, community infrastructure, economic development, and public services. Specific activities may include property acquisition and demolition, preservation and conservation of open spaces and historic structures, and/ or recreation and development. Funds may also be used by Municipal Authorities or Municipalities for public works, water and sewage development/ improvement, street reconstruction, and the removal of architectural barriers. Additionally, funding is available for non-profit, public entity's to undertake public service programming. 

All projects must meet a National Objective by either offering a direct benefit to Low- to Moderate-Income (LMI) residents, addressing the elimination of Slum and Blight designated properties, or by the elimination of urgent threats to health and safety. Individuals 62 or older and those with a documented severe disability are presumed LMI. 

The Redevelopment Authority is available to assist with determining project eligibility.
